Students who are
- Regular form of education
- are under 26 years of age,
- are not insured under employment or civil law relationships for which health insurance contributions are due,
- do not receive a survivor's or invalidity pension,
shall be provided at the expense of the state budget. For this purpose, they shall submit a compulsory Declaration for health insurance in the respective Deaneries in accordance with Art. 3(2) and (3) of the Health Insurance Act. All others must pay their own health insurance contributions.
For PhD students, the requirements are the same except for the age limit of 26 years.
IMPORTANT: Students who have completed their secondary education and are enrolled as students in the same year must pay their own health insurance for the period between secondary education and enrolment as students (usually between July and September). During this period, prospective students are not insured at the expense of the state budget because they do not fall into either of the two categories - they are neither pupils nor yet students.
Students, for whom the grounds for insurance at the expense of the national budget cease to exist and they should be self-insured, must submit to the relevant territorial directorate of the NRA a declaration form No. 7.
